This article in the Sunday Herald By Paul Hutcheon is interesting.

Surely the question to ask is.. Why aren’t officers doing enough ‘stop and search’ …. ?
-Is it that they are too lazy and would rather sit in the office drinking coffee? I doubt it.
-Is it because there aren’t enough suspicious citizens to stop? Could be.
-Do they think stop and search is counter-productive? If so , why?
and if there are ‘no targets’ for them to hit, how do we know they aren’t doing enough stop and search?
